
West Virginia Moves to Expand Constitutional Carry to 18–20-Year-Olds

Momentum is building in West Virginia as SB 30 and its companion bill, HB 4106, advance through the legislature. These bills aim to close a long-standing inconsistency in state law by extending constitutional carry protections to law-abiding adults between the ages of eighteen and twenty-one.
What SB 30 and HB 4106 Would Do
Under current West Virginia law, adults ages 18–20 can legally possess a handgun—but must obtain a provisional permit to carry concealed. SB 30 and HB 4106 would correct that inconsistency by allowing law-abiding adults 18 and older to carry without a permit, provided they are not prohibited under state or federal law. In simple terms, if you are legally an adult, you should be treated like one.
At 18, Americans can:
Vote in elections
Sign contracts
Live independently
Serve in the military
Be held fully accountable under criminal law
Yet in many states, they are still restricted from exercising their full Second Amendment rights.
Equal Rights for Young Adults
Supporters argue this is about fairness and equal treatment under the law. A young adult working late shifts to support herself shouldn’t be denied the same ability to defend her life that a 25-year-old has. Criminals don’t check IDs before committing crimes. The law shouldn’t leave responsible young adults defenseless simply because of their age bracket.
In states like West Virginia—where young men and women regularly step forward at 18 to serve in the Armed Forces—the inconsistency is especially striking. Those who are trusted to defend the Constitution abroad should not be treated as second-class citizens at home.
