Wyoming Advances Major Pro-Second Amendment Legislation — Senate Vote Now Critical

Wyoming continues to set the bar high when it comes to protecting and expanding Second Amendment rights. Over the past four legislative sessions, lawmakers — working alongside Gun Owners of America — have enacted some of the strongest pro-2A laws in the country, including:
Repealing so-called “Gun Free Zones” in schools and most government buildings
Passing a Second Amendment Protection Act that includes criminal penalties for enforcing unconstitutional federal gun control
Strengthening preemption laws to stop local governments from imposing their own gun restrictions
Now, during the 2026 Wyoming Legislative Session, momentum is building once again. At 2 If By Sea Tactical, we believe states that lead boldly on constitutional rights deserve recognition — and support.
What’s Moving in Wyoming
Last week:
Four GOA-backed pro-Second Amendment bills passed the full Wyoming House
Those bills advanced through a Senate Committee
They now head to the Senate Floor
A fifth bill passed the Senate and is now before the House
If passed in full, these measures would further cement Wyoming’s position as one of the most 2A-friendly states in America.
Key Bills to Watch
Lowering Concealed Carry Permit Age to 18 (HB096)
HB096 would reduce the required age for a Wyoming concealed carry permit from 21 to 18 — aligning permit eligibility with the legal age of adulthood.
Strengthening Protections Against Red Flag Laws (HB0098)
HB0098 increases safeguards against the implementation of Red Flag-style confiscation orders, reinforcing due process protections for law-abiding citizens.
Constitutional Carry at Colleges and Universities (HB0095)
This bill would establish Constitutional Carry at public colleges and universities — expanding on last year’s repeal of Gun Free Zones, which allowed carry on campus with a Wyoming Concealed Carry Permit.
K–12 schools would still require a Wyoming permit in order to comply with federal law.
Two nearly identical bills — HB0130 and SF0101 — would strengthen Wyoming’s 2022 Second Amendment Protection Act.
The 2022 law made enforcement of unconstitutional federal gun control a criminal offense under Wyoming statute. If these new measures pass, citizens would also gain a clear civil pathway to sue agencies that cooperate with unconstitutional federal gun control. Citizens would also gain the ability to seek financial damages.
That civil liability component could serve as a powerful deterrent to local agencies tempted to assist federal overreach and gives these laws real teeth. A weakening amendment was added to HB0130 in Senate Committee, but supporters hope to remove it on the Senate Floor. Meanwhile, SF0101 remains intact as it heads toward what is expected to be a friendly House vote.
Why This Matters Nationally
Wyoming has consistently demonstrated what state-level leadership looks like under the Bruen historical-tradition framework. Instead of expanding restrictions, lawmakers there are expanding lawful carry, reinforcing due process. It would also help in limiting federal overreach and create accountability mechanisms. If these bills pass intact, Wyoming could arguably become the strongest Second Amendment state in the nation.
