Major Pro-Second Amendment Bills Pass Wyoming Legislature — Now the Focus Turns to the Governor

Wyoming has taken another major step toward strengthening Second Amendment protections, with several pro-gun bills passing the state legislature and heading to the governor’s desk. Over the past several legislative sessions, the Gun Owners of America (GOA) has worked alongside lawmakers in Wyoming to pass some of the strongest pro–Second Amendment laws in the country.


These efforts have already resulted in the repeal of most gun-free zones and protections against state and local enforcement of federal gun control measures. Now, three more significant bills have cleared the legislature and await action from Mark Gordon.


What the New Bills Do


The legislation includes several important expansions of Second Amendment protections:


  • Lowering the Age for Concealed Carry Permits


HB 096 lowers the minimum age for obtaining a concealed carry permit to 18 years old, recognizing that legal adults should be able to exercise their constitutional rights.


  • Strengthening Protections Against Red Flag Orders


HB 098 increases protections against so-called red flag laws by making it a crime for state or local officials to enforce red flag gun confiscation orders in Wyoming.


Supporters argue this measure protects citizens from firearm confiscation schemes that often lack strong due process protections.


Expanding the Second Amendment Protection Act


SF 101 builds on Wyoming’s 2022 Second Amendment Protection Act. The original law made it a criminal offense for state or local officials to enforce federal gun control measures deemed unconstitutional under Wyoming law.


The new bill adds a civil enforcement mechanism, allowing citizens to sue state or local agencies that cooperate with federal gun control enforcement. That creates a significant financial deterrent for agencies considering such cooperation.


A National Example for Gun Rights


Taken together, these bills would further cement Wyoming’s reputation as one of the most Second Amendment–friendly states in America. The legislation protects both the right to keep and bear arms and the constitutional principle that states can refuse to assist in enforcing federal laws they believe violate the Constitution. At a time when other states are pushing new gun bans and restrictions, Wyoming is moving in the opposite direction.


A Potential Veto Battle Ahead


However, the fight isn’t over yet. Governor Gordon has until March 10 to sign or veto the bills. If any vetoes occur, the Wyoming Legislature is expected to hold override votes on March 11. That means lawmakers may still have the opportunity to enact the legislation even if the governor rejects it.
