TODAY: Minnesota House Takes Up Semi-Auto & Magazine Ban Bills (HF 3433 & HF 3402)

Today, Feb. 24th, 2026, the Minnesota House Public Safety Committee is holding hearings on two of the most sweeping gun control proposals we’ve seen in this state: HF 3433 and HF 3402. At 2 If By Sea Tactical, Southern Minnesota’s Premier Indoor Range and Firearms Store, we are urging every law-abiding gun owner in this state to pay attention and take action.
What HF 3433 Would Do
HF 3433 proposes a ban on so-called “semiautomatic military-style assault weapons.” The language, as introduced, is extremely broad.
If passed, the bill would:
Ban the future sale and possession of most semi-automatic firearms
Include .22 LR rimfires with fixed magazines over 10 rounds (such as the classic Marlin Model 60)
Require certain currently owned firearms to be registered and certified
Impose potential penalties of up to five years in prison and a $25,000 fine
Even more concerning, some currently owned firearms would only remain lawful if owners submit to a Canadian-style certification process, reportedly including:
Law enforcement registration
Possible home inspection
Storage restrictions
Unknown fees and compliance costs
That is not a minor regulatory change — that is a fundamental shift in how lawful gun owners are treated in Minnesota. There is also no grandfather clause beyond the current owner. This means upon the current owner’s death or surrendering of the banned item, it must be turned over to the state for destruction. This would include collectors’ items and historical firearms as there are no exceptions. It is one of the biggest gun grabs this state has ever seen.
What HF 3402 Would Do
HF 3402 is a ban on so-called “large-capacity ammunition magazines.”
In plain terms, it would:
Criminalize possession of detachable magazines capable of holding more than 10 rounds
Require owners to destroy them, surrender them to law enforcement, or remove them from the state
Set a compliance deadline of July 1, 2026
There is no meaningful grandfathering provision for currently owned magazines as introduced. For countless Minnesotans who have legally purchased standard-capacity magazines for decades, this would instantly turn ordinary citizens into criminals. The state will willingly violate our 4th Amendment rights and seize magazines without compensation.
Political Landscape

The Minnesota House is currently split 67-67 between Republicans and the DFL, with Republican Rep. Lisa Demuth serving as Speaker. If these bills clear the House, they would move to the Senate, where the DFL holds a narrow one-vote majority. From there, the legislation would head to Gov. Tim Walz, who has consistently signed gun control legislation that reaches his desk.
Strong Opposition From Pro-2A Groups
Pro-Second Amendment organizations are already mobilizing. The Minnesota Gun Owners Caucus and the National Association for Gun Rights have both voiced strong opposition. NAGR called it:
“One of the most extreme gun bans we have seen.”
And we agree. We’ve written about similar efforts in Virginia, New Mexico, Illinois, and California. Minnesota is not isolated. These proposals follow a national pattern: broad definitions, severe penalties, limited grandfathering, and heavy compliance burdens.
Under the Supreme Court’s Bruen decision, firearm regulations must align with the historical tradition of firearm regulation in America. Broad bans on commonly owned semi-automatic firearms and standard capacity magazines face serious constitutional questions under that framework.
