Virginia Governor Pushes to Expand Hospital Gun Ban—Even Further

Virginia’s aggressive push toward expanded gun control isn’t slowing down—it’s accelerating. Governor Abigail Spanberger has sent HB229 back to the legislature with one clear message the bill doesn’t go far enough.
This is yet another gun control bill that passed the Virginia legislature that the Governor did not think went far enough. We are seeing Mrs. Spanberger continue to push one of the most aggressive gun control regimes in the country.
What HB229 Originally Did
HB229 targets firearm carry in hospitals that provide mental health or developmental services. As originally written, the bill would ban firearms, knives, and other “dangerous weapons” in qualifying hospitals. The penalties are making violations a Class 1 misdemeanor (up to a year in jail).
The bill requires “no weapons” signage at hospital entrance. Of course, there is always exceptions for law enforcement. There are some limited exceptions to individuals in custody or emergency situations. However, these need written authorization from hospital administrators which will be hard to get.
What Spanberger Wants Changed
That last exception? The Governor wants it to be gone. By removing the written permission clause, the amended version would eliminate the ability for hospitals to authorize carry. Potentially prohibit even employees or private security from being armed.
This amended bill will create near-total disarmament in these facilities. In other words, there are no exceptions for law-abiding citizens—even with approval. This violates the Second Amendment in so many ways.
The Bigger Legislative Push
This isn’t happening in isolation. Virginia lawmakers have already passed a wave of gun control measures. Thes bills include magazine capacity restrictions, universal background check expansions. They also create firearm storage mandates. The biggest one is a proposed “assault weapons” bans targeting AR-15-style rifles but encompasses most semi-auto rifles. The Governor has also pushed them to expand those bans even further.
Who This Impacts
According to state data, 51 private hospitals in Virginia provide mental health services. These facilities handle over 90% of mental health patients statewide. That means HB229 would effectively create a widespread network of “gun-free zones” across major healthcare facilities.
Public Response
Public feedback has been overwhelmingly opposed. Out of more than 100 public comments reviewed the majority voiced concerns about the restrictions. Many raised issues about personal safety. A lot of commentors pointed out the lack of exceptions for lawful carry
Support for this change has largely come from national gun control advocacy groups, including Moms Demand Action. These are the groups are the ones that backed many of the lawmakers election bids this past year.
The Core Debate
We are seeing this pattern repeatedly in Virginia for Mrs. Spanberger. The gun control bills hitting her desk she is sending back to expand. Here at 2 If By Sea Tactical we are about expanding gun rights, not shrinking them. While we can all agree that hospitals should be safe, we understand lawful gun owners are not the ones making them less safe.
Virginia lawmakers will reconvene on April 22. Here they will either accept or reject the Governor’s amendments. If they accept they will finalize the bill into law. Gun rights groups, including the National Rifle Association, have already made it clear that they will sue if these bills pass.
Bottom Line
Virginia continues to move toward broader and stricter gun control—and HB229 is just the latest example. The Commonwealth is becoming a testing ground for policies that could spread nationwide. We all understand that what’s happening in Virginia today is a preview of what could come elsewhere tomorrow.
