Virginia’s Gun Control Blueprint Heads to Washington

What started in Richmond may not stay in Richmond. To borrow a phrase from Anthony Oliver, “these rich men north of Richmond” are now attempting to push Virginia’s gun control policies nationally. Both of Virginia’s U.S. Senators, Mark Warner (D) and Tim Kaine (D),have introduced a sweeping federal bill.


This federal bill would take the Commonwealth’s aggressive gun control agenda nationwide. The proposal, titled the “Virginia Plan to Reduce Gun Violence Act”, spans 53 pages and aims to standardize restrictive firearm laws across all 50 states.


What’s in the Bill?


This isn’t a single policy—it’s a full-scale framework. The legislation includes a host of anti-gunners’ dream policies. This policies include:


  • A federal ban on many semi-automatic firearms 

  • Restrictions on magazines over 15 rounds

  • One-gun-per-month purchase limits 

  • Nationwide “red flag” confiscation laws 

  • Thousands of new 1,000-foot “gun-free zones” 

  • New rules on firearm storage in vehicles 

  • Crackdowns on homemade firearms 


This is one of the most comprehensive federal gun control proposals ever. There has never been one bill with so many different gun control proposals wrapped up into one. This would greatly curtail the right of people to “keep and bear arms” if it were to pass.


From State Experiment to National Policy


Virginia has become ground zero for modern gun control efforts. After a major political shift—backed heavily by national organizations like Everytown for Gun Safety—lawmakers in Richmond pushed through a wave of new restrictions.


Now, those same policies are being packaged and exported to the national stage. According to Sen. Warner, Virginia is “leading the way” and the rest of the country should follow. This is showcasing the strategy that anti-gun politicians will be employing throughout the country.


Here in Minnesota, we are in the middle of an election year. Depending on how this fall goes, we most likely will see some form of these types of proposals end up here in our state legislature. This bill that Warner and Kain have introduced showcases that policies such as these are now national and not just local issues.


A Familiar Strategy


We have been documenting this strategy for years here at 2 If By Sea Tactical. It is a familiar pattern of first passing aggressive gun laws at the state level. Then, use those states as “proof of concept”. Finally, you push for federal adoption.


What makes this effort, however, a bit different is the scope. And scale of this particular bill. This is not about just one issue—it’s an attempt to reshape how Americans buy firearms, where they can carry them, and ultimately what they’re allowed to own.


The Political Reality


The bill, introduced as S.4339, has been referred to the Senate Judiciary Committee. For now we know that Congress remains narrowly controlled by Republicans. It makes passage in its current form unlikely at this stage. We do know though that with a major election cycle approaching that is subject to change.


Every House seat and 35 Senate seats are up for grabs this fall. That means proposals like this aren’t just symbolic—they’re setting the stage for future fights.


Why This Matters


Even if this bill doesn’t pass today, it signals a bigger shift. There is a long-term strategy developing among anti-gun groups and politicians. They are going to once again push hard for a national standardization of gun control. Virginia is now the model they want to push.


We’re already seeing similar efforts in places like Minnesota, Rhode Island, and beyond—where lawmakers are pushing nearly identical policies. This effort will only increase throughout the states as the race is on to restrict as much as they can.


Bottom Line


We know that this isn’t just another bill—it’s a blueprint. A blueprint to ban commonly owned firearms and expand federal oversight. This is an effort to normalize restrictive policies across the country.
