Alabama Advances “Second Amendment Sales Tax Holiday” — Minnesota Should Take Notes

While some states, like Minnesota, are looking for new ways to regulate firearms, Alabama lawmakers are moving in the opposite direction — by making it more affordable for law-abiding citizens to exercise their Second Amendment rights.

A proposal advancing in the Republican-controlled Alabama legislature, HB 360, would create an annual Second Amendment Sales Tax Holiday. If enacted, the measure would exempt firearms, ammunition, and firearm accessories from state sales and use tax during the last weekend in August each year.
At 2 If By Sea Tactical, we commend those states that are supporting our right to “Keep and Bear” arms. We urge states that are not, to look at those that are and correct their ways. We believe this is exactly the kind of policy that affirms constitutional rights rather than restricting them.
What HB 360 Would Do
HB 360 would:
Establish an annual tax holiday for firearms, ammunition, and accessories
Exempt those purchases from Alabama’s 4% state sales tax
Apply the exemption during the last weekend of August each year

In some Alabama localities, combined sales tax can reach as high as 12%. That means significant savings for consumers. On a $2,000 rifle, such as a Steyr AUG, the tax savings could reach $240 — enough to purchase additional ammunition and essential accessories.
The bill passed the Alabama House 74-27 and now heads to the Senate Finance and Taxation Education Committee. With Republicans holding a strong majority in the Senate, the proposal is likely to advance to Governor Kay Ivey, who has previously signed pro-Second Amendment legislation into law, including permitless carry in 2022.
Alabama’s Strong 2A Climate

Alabama has earned a reputation as a firearm-friendly state. Industry leaders have taken notice, Steyr Arms operates its U.S. headquarters in Bessemer. Kimber relocated from New York to Troy, Alabama. The Civilian Marksmanship Program maintains warehouses in Anniston and operates the Talladega Marksmanship Park.
Alabama would join neighboring Mississippi in offering a dedicated Second Amendment tax holiday. Florida has gone even further, implementing a 16-week “Second Amendment Summer” tax-free period. Rather than penalizing gun owners, these states are choosing to support them.
The Bigger Picture
Sales taxes are often overlooked in the broader Second Amendment debate, but they matter. Every additional tax or fee placed on firearms and ammunition creates a financial barrier to exercising a constitutional right. We’ve seen states impose special excise taxes, ammunition taxes, firearm-specific fees, and increased background check costs
Alabama’s approach flips that script. Instead of adding costs, they’re removing them — even if it means a modest reduction in state revenue.
Minnesota Leaders Should Do the Same

Here in Minnesota, we’ve seen proposals to increase regulation, expand bureaucracy, and create new barriers for gun owners. What we have not seen is meaningful financial relief for law-abiding citizens who wish to exercise their constitutional rights.
At 2 If By Sea Tactical, we urge Minnesota lawmakers to consider a similar Second Amendment Sales Tax Holiday. If other states can encourage responsible gun ownership. Support local firearm retailers. Recognize the economic impact of the firearms industry, and affirm constitutional freedoms.
There is no reason Minnesota cannot do the same. A tax holiday would support Minnesota gun owners, boost local businesses. It would reinforce our commitment to Article I, Section 16 of the Minnesota Constitution. Minnesota should send a clear message that constitutional rights should not be financially penalized.
Supporting the 2A — Not Undermining It
States across the country are taking very different paths when it comes to the Second Amendment. Some are tightening restrictions. Others are reaffirming constitutional freedoms.
Alabama’s HB 360 is a reminder that government can choose to support lawful gun ownership rather than regulate it out of reach.
