The clock is ticking in the West Virginia legislature, and supporters of restoring full Second Amendment rights are entering the final hours to advance one of the most closely watched firearm bills of the session.
The legislation, SB 1071, sought to create a state-run process allowing qualified, law-abiding citizens to legally acquire machine guns through the state. While the bill previously stalled in the Senate, a last-minute opportunity still exists to move the proposal forward before the legislative session ends.
At this stage, the only remaining path would involve inserting the language of SB 1071 as an amendment to SB 30 during consideration in the House Judiciary Committee.
If that amendment were adopted, the bill could then:
Move to the House floor for a vote
Be sent back to the Senate for concurrence
Reach the desk of Patrick Morrisey before the legislative session closes.
The window to make this happen is extremely narrow.
A Call for Grassroots Action

Supporters of the legislation are urging West Virginia residents to contact House leadership and members of the Judiciary Committee immediately and ask them to add the SB 1071 language to SB 30. Citizens are encouraged to contact:
Speaker of the House: Roger Hanshaw📞 (304) 340-3210
House Judiciary Committee:📞 (304) 340-3252
Committee leadership includes:
JB Akers
Jordan Maynor
Supporters are encouraged to deliver a clear message:
“Insert the SB 1071 language into SB 30. Move it to the floor. Send it back to the Senate.”
Emails can also be sent to the Judiciary Committee at: judiciary@wvhouse.gov
Momentum Matters — Even If the Clock Runs Out

While there is still a narrow path forward, supporters acknowledge that time is extremely limited. But regardless of the outcome this session, advocates say the effort to restore access to constitutionally protected arms is not fading — it is gaining momentum.
Every phone call, email, and conversation with lawmakers builds awareness and lays the groundwork for future legislative sessions. Grassroots movements are rarely won in a single vote. They are built over time through persistent engagement from citizens who refuse to give up on their rights.
Why This Bill Matters
SB 1071 represents an attempt by state lawmakers to use existing language in federal law that allows machine guns to be transferred “to or by a state.” Supporters believe states have the authority to use this provision to restore lawful access to arms that have effectively been restricted since the passage of the Hughes Amendment in 1986.
Whether the amendment advances today or not, the conversation around restoring Second Amendment protections is clearly growing.
The Final Push
At this moment, the legislative window is measured in hours, not days. For West Virginians who support the bill, now is the time to speak up. Make the calls. Send the emails. Encourage others to do the same. Because moments like this — when citizens step forward and demand that their rights be respected — are how lasting change begins.
