Major Pro-Second Amendment Bills Pass Wyoming Legislature — Now the Focus Turns to the Governor

Wyoming has once again positioned itself at the forefront of protecting the Second Amendment. Several major pro-gun bills have passed the state legislature and now await action from Mark Gordon.
Over the past few legislative sessions, the Gun Owners of America (GOA) has worked with Wyoming lawmakers to pass some of the strongest pro-Second Amendment legislation in the country. Those efforts have already helped repeal most gun-free zones in the state and established protections preventing state and local officials from assisting with federal gun control enforcement.
Now, three additional bills have cleared the Wyoming Legislature and could further strengthen those protections if they become law.
What the New Bills Would Do
HB 096 would lower the minimum age to obtain a concealed carry permit to 18 years old. Supporters argue that if someone is legally recognized as an adult, they should also be able to exercise their constitutional right to carry a firearm for self-defense.
HB 098 increases protections against so-called red flag gun confiscation orders by making it a crime for state or local officials to enforce these orders in Wyoming. Critics of red flag laws argue they often lack strong due-process protections and can lead to firearm confiscation without a criminal conviction.
SF 101 builds on Wyoming’s 2022 Second Amendment Protection Act. That law made it a criminal offense for state and local officials to enforce federal gun control measures that violate Wyoming law.
The new legislation adds a civil enforcement mechanism, allowing citizens to take state or local agencies to court if they assist in enforcing federal gun control. The possibility of civil damages could act as a major deterrent to cooperation with federal restrictions.
Taken together, these measures would further cement Wyoming’s reputation as one of the most Second Amendment-friendly states in the country.
A Possible Veto Battle Ahead
However, the process is not finished yet. Governor Gordon has until March 10 to sign or veto the legislation. If he vetoes any of the bills, the Wyoming Legislature is expected to vote on veto overrides on March 11.
Supporters of the legislation are urging Wyoming residents to contact their legislators now and encourage them to override any potential veto. Grassroots involvement often plays a critical role in whether these types of bills ultimately become law.
Why It Matters
While some states across the country are pushing aggressive gun control measures, Wyoming lawmakers are moving in the opposite direction by strengthening protections for the right to keep and bear arms.
